Planning a vibrant New England downtown district

Building upon a prior comprehensive plan, the Downtown Lebanon Redevelopment Study explored options for the future use of a large portion of downtown currently serving as surface parking. Though fulfilling a vital functional need, the site is currently underutilized and in need of extensive maintenance, while the City faces a significant housing shortage.

Placework assembled a multidisciplinary team to evaluate the site, market conditions and plan future scenarios. Employing a robust public engagement schedule, the team developed four potential scenarios, ranging from parking lot repair and maintenance through full scale redevelopment. Increasing housing, economic feasibility, and maintaining safe and engaging pedestrian spaces were primary project drivers. The team assessed potential for public-private partnerships with regional developers as part of the planning study.
